The period studied, the decades that go from 1820 to 1840, witnessed profound reforms, the creation of the police forces and a new legislation that changed according to the growth of crime. Bernardino Rivadavia and Juan Manuel de Rosas, although they belonged to totally different parties, were responsible for these changes. Their concern to resist crime and ensure citizen security was carried on rigorously in spite of representing opposite views.
